I have been to Sintra many times on a tour and on my own. From personal experience, I must say that there is no better way to explore Sintra than on a tour.
If you decide to explore Sintra with a car rental, keep in mind that the parking situation in Sintra is quite difficult, and there are limited car parking options in town.
It took me over an hour to walk uphill to reach the Pena Palace from the train station the first time I visited Sintra.
